The Office of the Ombudsman has no jurisdiction to investigate Philippine National Police (PNP) chief Director General Ronald "Bato" Dela Rosa over his free trip paid by Senator Manny Pacquiao since it happened outside the Philippines.

This is the point of Senate Majority Leader Vicente Sotto III over the issue upon the announcement of the Ombudsman that they will probe Dela Rosa for receiving a gift.

“Ang issue doon, hindi rito nangyari [kundi] sa Las Vegas,” Sotto said in an report by GMA News.

“Ganun lang…ganun ang intindi ng mga lawyers… Kasi hindi mo rito ginawa sa Pilipinas. Dun ka mananagot sa pinaggawan mo ng krimen kung krimen ang ginwa mo,” he added.
Ombudsman Conchita Carpio-Moraled ordered to investigate Dela Rosa on possible violation of Presidential Decree 46, which prohibits public officials and employees to receive gifts on any occasion, and Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees for receiving the free travel trip.

Meanwhile, Dela Rosa, on one of his interviews, said that he's willing to be jailed if proven that he's guilty by the Ombudsman.

Pacquiao also believed that there was nothing malicious in paying the trip for Bato since they were good friends even before Pacquaio became a Senator.

“Sa’min mga Bisaya, wala kaming iniisip na masama or ano. Ang hangarin namin ay magserbisyo, linisin ang ating bansa at magkaroon ng matiwasay na pamumuhay ang mamamayan,” Pacquiao said.
