Senator Manny Pacquiao during the Senate Committee hearing on the death of Albuera, Leyte Mayor Rolando Espinosa on Thursday, November 10, lectured CIDG Officials on issuance of search warrant.
He questioned Chief Inspector Leo Laraga who also led the CIDG-8 team to issue a search warrant on Espinosa even if the local official was already detained at the Baybay Sub-Provincial Jail because of drug related charges.
Sen. Pacquiao told Chief Inspector Laraga:
Hindi naman ako pinanganak kahapon para maniwala kagad sa mga testimony niyo.Sen. Pacquiao also added that this is his first time to hear that a detained person was still issued by search warrant.

Kahit simpleng tao, maiisip niya, mahirap. Ako suportado ko kayo sa fight against illegal drugs pero kung may pinoprotektahan kayo o involved kayo sa droga, pasensyahan tayo, hindi ninyo ako kasama.

Chief Inspector Leo Laraga who led the CIDG-8 team that served the search warrant to late Albuera, Leyte Mayor Rolando Espinosa's cell early morning of November 5, also admitted that he's the one who shot the Mayor.
