Blogger's Interesting Review on Who to Give Credit for Free Tuition Goes Viral

On August 4, Senator Paulo Benigno 'Bam' Aquino IV extended his gratitude to President Rodrigo Duterte for signing the Universal Access to Tertiary Education Act into law, saying that millions of Filipinos are the real winners with this revolutionary education reform.

On his website, Aquino, the principal sponsor and co-author of the law in the Senate, said:

I wish to thank the President for signing the free college tuition into law. Congratulation to my fellow lawmakers and everyone who supported this policy.

Pagkatapos ng ilang dekada, batas na ang inaasam-asam ng napakaraming pamilyang Pilipino na libreng kolehiyo.

Estudyante, magulang at pamilyang Pilipino ang tunay na bida ng batas na ito.
The Head of Strategic Communications (Content) at Department of Foreign Affairs (DFA) and social media blogger RJ Nieto, the man behind Thinking Pinoy Facebook page, shared his thoughts if should we thank Aquino for free tuition.

SHOULD WE THANK BAM FOR FREE TUITION?

Yes and no.

Bam Aquino had the balls to file the Free Tuition Bill only because he knows he won't encounter opposition from his LP cohorts. Filing this in the previous congress would've just incurred the Aquino Era Malacanang's wrath, a Malacanang that was so busy with maximizing savings to feed its DAP machine, the same DAP machine that the Pnoy regime used to bribe rival politicians to submission.

In short, this Ninoy Cosplayer 🤣 had the guts to file this in this Congress because it won't be Pnoy who'll worry about where to get the money to finance it.

Let me give you a quick rundown of how the bill was made into law.

1. Who authored the Free Tuition Bill? Bam, I'll give him that.

2. Who dictates what gets prioritized in the Senate/Lower House Calendars? Duterte's allies.

3. Who provided the necessary numbers to pass the bill in the Senate? Duterte's allies.

4. Who provided the necessary numbers to pass the bill in the Lower House? Duterte's allies.

5. Who allowed the bill to get past plenary? Duterte's allies.

6. Who decided against vetoing the bill? Duterte.

A free tuition bill does not require a genius to write it. Yes, Bam wrote the bill, but it was everything else that happened afterwards that actually matters.

Oo, si Bam ang ama (o ina 🤣) ng bata, pero si Duterte ang nagpalaki, nagpakain, nagpatapos.

My point? Fine, I'll give Bam credit for authoring the bill, but for its actual passage, I won't give him more credit than he deserves.

OH, AND DID I SAY THAT IT WAS PGMA, WHILE SHE WAS STILL A LEGISLATOR, WHO FILED A FREE TUITION BILL FIRST?
Meanwhile, the Senior Deputy Executive Secretary Menardo Guevarra made the announcement on Friday that President Duterte had signed the enrolled bill.

In a press conference in Pasay City, Guevarra said:

Since many people have been waiting for the president’s action for the very important enrolled bill that was passed by congress last May entitled Universal Access to Quality Tertiary Education, I am pleased to announce that last night, August 3, 2017, the President signed the enrolled bill.
